BuRec’s determination in 1982 that the West Divide Project was economically infeasible removed the immediate threat of a dam at Placita. The bureau credited CVEPA and its environmental allies for organizing the opposition that shelved the project. With this development, Jack happily retired “Jolly Rolly” and “Crafty Kenney.” There was never a doubt in his mind that he had played a major role in saving the Crystal River Valley from carpetbaggers and bulldozers.
